European Individual Rapid Chess Championship-2015

GENERAL PROVISIONS

1. ORGANIZERS

Organizers of the Championship are the National Olympic Committee of the Republic of Belarus, the Ministry of Sports and Tourism of the Republic of Belarus and Belarus Chess Federation, under the auspices of ECU (European Chess Union).

6. TOURNAMENT SYSTEM, TOURNAMENT PARTICIPANTS, CONDITIONS OF PARTICIPATION

The European Individual Rapid Chess Championship will be played according to the Swiss system, in 11 rounds, with the time control 15 minutes game + 10 seconds per move starting from the first move.

The Championship is open to all players representing Chess Federations which are ECU members (FIDE zones 1.1. to 1.10), regardless of their title and rating. There is no limit to the number of participants per federation.

Applications must be sent to the email address chessminsk2015@yandex.ru after 1 September 2015. The registration deadline is 20 November 2015. The application shall state the player’s first name and surname, FIDE rating and birth date.

Entry fees and accommodation payments shall reach the below bank account no later than 20th November 2015.

Notes:

It will not be possible to effect payments on 19 December 2015. The entry fee once paid will be not refunded. Entry fees for players who register after 20 November 2015 will be doubled. All bank charges for bank transfer are to be borne by the players. List of the players who have paid the application fee and the players who have booked hotel accommodation will be regularly updated on the tournament website. If in doubt, please contact the Organizers by e-mail at nik_zar@tut.by. Those players who register after 20 November 2015 will be allowed to participate only in case free places are available. The Organizers reserve the right to admit such players starting from Round 2. Players who wish to receive a bill are kindly requested to send all necessary information in advance to the Tournament Director at nik_zar@tut.by. The Organizers reserve the right to verify the data given in the applications by unrated players.

7. ENTRY FEE

Entry fee for rated players will be EUR 30 (EUR 10 fee to the European Chess Union is included).

Entry fee for unrated players will be EUR 40 (EUR 10 fee to the European Chess Union is included).

Note:

The following categories of players registered not later than 20 November 2015, shall pay no entry fee:

prize winners of European Rapid Chess Championship-2014,

female players having ELO rating in rapid chess of 2400 and above as of 1 July 2015,

players having ELO rating in rapid chess of 2600 and above as of 1 July 2015.

Each player will have to pay EUR 10 fee to the European Chess Union only once, even if he/she participates both in the European Rapid Chess Championship and the European Blitz Chess Championship.

8. VERIFICATION OF THE PARTICIPANTS

Putting a player’s name in the list published at http://www.openchess.by/ will confirm that he/she has been admitted to the tournament. Such player can take part in the first round, provided that he/she has paid the entry fee.

Note:

Each player may win only one prize (the largest one).

Main prizes will be equally shared among the players with the same score.

Special prizes will not be divided. If the player has won more than one prize, he/she will be awarded the largest one. If the prizes are equal, the player will receive prizes in the following order:

a) Best female junior player (starting from the youngest group)

b) Best junior player (starting from the youngest group)

c) Best player born in 1955 or earlier

d) Best female player

e) Best rated player (starting from the lowest rank)

All prizes are shown before taxes. Taxes will be withheld in accordance with the existing laws of the Republic of Belarus.

Remarks:

- income tax rate is 13%,

- the procedure for payment of prizes will be announced later.

11. SPECIAL CONDITIONS

a) free accommodation (single rooms) at Belarus Hotel from 18 to 21 December 2015 will be granted to 10 players having the highest rating who register not later than 20 November 2015;

b) free accommodation (twin rooms) at Belarus Hotel from 18 to 21 December 2015 will be granted to 10 players seeded 11th-20th, who register not later than 20 November 2015;

c) free accommodation (single room) at Belarus Hotel from 18 to 21 December 2015 will be granted to the female player having the highest rating who register not later than 20 November 2015;

d) free accommodation (twin room) at Belarus Hotel from 18 to 21 December 2015 will be granted to the 2nd and the 3rd highest rated female players who register not later than 20 November 2015;

e) organizers will cover travel expenses (up to EUR 300, according to the tickets) for 10 players having the highest rating, who register not later than 20 November 2015;

f) special conditions for players having ELO rating not less than 2700 (female payers having ELO rating not less than 2600) are to be negotiated individually with the Tournament Director, e-mail: nik_zar@tut.by.

Note:

ELO rating in rapid chess valid as of 01 July 2015 will be considered.

13. INSURANCE

Players have to insure themselves against health risks and accidents for the period of the championship.

14. VISAS

Participants who need visa will be exempt from visa fees. Persons wishing to obtain a Letter of Invitation from the organizers for visa purposes, shall stay at one of the tournament official hotels. Persons who are going to stay at other hotels rather than at tournament official hotels, will not receive visa support. The Organizers will not responsible for issuing the Letter of Invitation for visa purposes in case the necessary information (first name, surname, home address, passport number, date of issue and date of expiry, name of the tournament official hotel selected) is submitted later than 1 November 2015. Persons who need visa support are requested to contact the Tournament Director at nik_zar@tut.by.

The European Individual Blitz Chess Championship will be played according to the Swiss system, in 11 paired rounds, with the time control 3 minutes game + 2 seconds per move starting from the first move.
